can we put "i, we, me, my...etc." in our conclusions? i was always taught we could but i didn't know if its formal MLA?

No. Avoid use of the first person in your entire research paper. The only place it would be mildly acceptable would be for some sort of attention getter in the first few lines of your intro. Use the more general people, citizens, etc.
